For Artifacts REST, the documented model is a Cloudflare account plus Artifacts Read/Edit. I found no documented token restriction to selected namespaces or repos, so I would treat that grant as account-wide. Git tokens are explicitly scoped to one repo.
The Artifacts authentication guide documents Cloudflare API tokens for REST, with Artifacts > Read for read routes and Artifacts > Edit for write routes. General API-token policies can select an account and permitted actions; they also support expiry and client-IP conditions.
I did not find an Artifacts-specific policy that restricts REST authorization to an allowlist of namespaces or repositories. This is a documentation-based finding, not an experiment demonstrating that every finer restriction is impossible. New general Developer Platform authorization supports resource-level permissions where available, so support for other products should not be assumed to apply to Artifacts.
For access design, I would therefore treat an account-scoped Artifacts management token as authority over Artifacts in that account, within its assigned actions. Putting a namespace in a REST URL selects the request target; it does not itself constrain what the credential can authorize.
Git access has an explicit narrower boundary: a repository token cannot access another repository, even in the same namespace. Read scope permits clone, fetch, and pull; write scope also permits push. These Git credentials cannot authenticate the management REST API.
